  1. In a skillet over medium heat, brown the ground beef until fully cooked, about 5-7 minutes. Drain excess fat.
  2. Add the taco seasoning and 1/4 cup of water to the skillet. Stir well and simmer for about 3 minutes, or until the sauce thickens.
  3. In a separate pan, heat olive oil over medium heat. Fry each flour tortilla for about 30 seconds on each side, until crispy and golden brown. Remove and drain on paper towels.
  4. Preheat your oven to 400°F (200°C).
  5. Spread 1/2 cup of refried beans on one tortilla and layer with half of the ground beef mixture. Top with 1 cup of shredded cheese.
  6. Place the second tortilla on top and repeat the layering with the remaining refried beans, ground beef, and cheese.
  7. Transfer the layered pizza to a baking sheet and bake in the preheated oven for 10-12 minutes, or until the cheese is bubbly and golden.
  8. Remove from the oven and top with spicy salsa and sliced green onions. Cut into wedges and serve warm.
